Politics and current affairs

With the agreements signed in the years 1993-2000, Israel officially recognized the Palestinian National Authority’s right to govern in the Gaza Strip and in certain areas of the West Bank (the cities of Jericho, Hebron, Nablus and Bethlehem), accounting for 47% of the overall territory (but Israel still reserves the right to intervene in the territories for “reasons of security”). Since 2002 a “security” wall has stood in the West Bank. It is 465 km long and follows the border after the 1967 conflict, albeit with large deviations favouring Israel. At the same time, Israel has continued the massive development of outposts in the Palestinian territory, which harms future attempts at agreements. Since 5 July 1994 the PNA has had its own political and administrative system, with a President (elected by direct suffrage), a Prime Minister and a Legislative Council (88 members, increased to 132 in 2005). The state of war and the construction of the wall have severely restricted the freedom of movement of Palestinian citizens with serious social and economic repercussions. On 25 January 2006, in the legislative elections in the Palestinian territories, Arafat’s party, Fatḥ, was beaten for the first time by the radical Islamist party, Ḥamās, which, after having taken control of the government with Ismā‘īl Haniyya (29 March 2006), renewed their refusal to recognize the state of Israel’s role in the Palestinian state. Israel and the international community have imposed a boycott, including an economic boycott on the Palestinian territories under the Ḥamās government ever since (Israel collects taxes and customs charges on behalf of the PNA), putting the fragile administration in very difficult situation. This has served to strengthen Ḥamās’ leadership, and it has now taken total control of the Gaza Strip (June 2007), expelling the Fatḥ military and political forces. In turn Fatḥ has severed all contact with Ḥamās, taking control of the political system in the West Bank. After having assumed a political role, Ḥamās found itself having to take on the opposition, at times armed, of the most extremist factions, as well as an unstable economic situation. On 23 April 2014, a reconciliation was announced between Fatḥ and Ḥamās, which led to the formation of a Palestinian government of national unity (2 June), in view of new elections, then indefinitely postponed; even a new agreement signed on 12 October 2017 has remained unenforceable. On 29 November 2012, the General Assembly of the United Nations gave credit to Palestine as a non-member observer State, triggering bitter protests by Israel and the disappointment of the USA, which had voted against it.
