Geography.
Niger is bordered to the north by Algeria and Libya, to the east by Chad, to the south by Nigeria and Benin, to the south-west by Burkina Faso and to the west by Mali. The country lies on a plateau with the Aïr Massif (2022 m) rising at its centre. Towards the north-east, beyond the sandy Ténéré region, the land rises up to form the Djado plateau, before sloping down in a south-westerly direction towards the valley of the River Niger and in a south-easterly direction towards the basin of Lake Chad. There is a desert-like climate in the north in the region of Ténéré and a semi-desert climate in the southern areas with light rainfall in the summer months.

Government

Formerly a French colony, Niger achieved independence on 3 August 1960. In 1974, a military regime gained power and lasted until the beginning of the transition process (1991). General and presidential elections held in 1993 enabled an ostensibly democratic government to establish itself. In 2010, a military coup ousted President Tandja who, in 2009, had imposed a constitutional reform that would have enabled him to stand for a third mandate; the 2011 elections marked a return to the democratic system. Tuareg rebels are active in the north of the country, including the Niger Movement for Justice (MNJ) and groups linked to Sunni fundamentalism, mainly active in the south-west of the country, where they have also carried out bloody attacks against the civilian population. On the basis of the Constitution of 31 October 2010, the President of the Republic, who appoints the Prime Minister, is elected by direct suffrage for a term of five years, as is the National Assembly, currently made up of 166 members.

The considerable increase in population is triggering a high flow of emigration to Europe, where it combines with groups coming from Sub-Saharan Africa.

Economy

Despite the abundance of mineral resources, the country is one of the poorest in the world both on account of widespread corruption and on account of the fact that mining companies’ earnings are commandeered from them. International aid is still of key importance.
The most widespread activity is agriculture, continually threatened by drought and desertification. It is based around subsistence crops (millet, beans, sorghum) and some commercial crops (sugar cane, vegetables, oil palm and tobacco). Livestock farming is also important (cattle, sheep and goats). There are vast uranium deposits (at Arlit and Akouta), as well as gypsum, salt (near Bilma and Agadez), coal (at Ânou Ararén) and gold (Samira Hill gold mine). The oilfield at Agadem is exploited by a Chinese company. Industrial activity is scarce. As well as textile manufacturing and a refinery (at Zinder) there are factories for the production of oil, soap, sugar and cement (Malbaza). The CFA franc is pegged to the Euro by a fixed exchange rate.
