Politics and current affairs

In the run-up to the 27 December 2020 elections, a rebel coalition in support of former president François Bozizé launched an attack on the capital, which was subsequently pushed back by Russian paramilitaries and Rwandan forces. The electoral process has not been completed.

Geography.
The Central African Republic is bordered by Chad to the north, by Sudan and Southern Sudan to the east, by Congo and the Democratic Republic of Congo to the south and by Cameroon to the west. The country is mostly made up of plateaus rising respectively in the Bongo Massif to the north-east and the Yadé Massif to the north-west. The climate is hot and humid with two dry seasons.

Government


Formerly a French colony under the name Ubangi-Shari, the country achieved independence on 13 August 1960. A coup d’état in 1966 brought Marshall Jean-Bédel Bokassa to power. In 1966 he declared himself Emperor but was removed from office in 1979 when the republic was restored. Another coup in 1981 brought André Kolingba to power. Pressure from the international community forced the military regime to begin a process of democratization in 1991 and the first elections in 1993 brought a victory for the Movement for the Liberation of the Central African People (MLPC) led by Ange-Félix Patassé. In 2002, yet another attempted coup d’état was repressed with the help of Libyan military forces, who intervened alongside government troops. The rebels nevertheless maintained control of much of the central and northern part of the country and, in 2003, after occupying the capital, their leader François Bozizé assumed power. In December 2012, rebel groups, who accused Bozizé of not respecting previous peace agreements, formed a coalition (Séléka) and launched an attack to take power. Despite the signing of a short-lived agreement (on 11 January 2013), on 23/24 March 2013, the capital was seized; Bozizé was forced to seek exile abroad and Michel Djotodia, Séléka’s leader, took over as president. The country’s new leadership was unable to restore peace and to disarm the militia, however, mostly comprising of Muslim fighters, leading to intensified clashes with the Christian majority. On 10 January 2014, Djotodia resigned, leaving the power to the transitional government which established new elections in 2015-16. On 5 December 2013, the United Nations Security Council approved an intervention of troops from the African Union and France (withdrawn at the end of 2016), which passed to UN control in 2014 (MINUSCA).
The south-east of the country is involved in the guerrilla warfare by the Ugandan rebels of the Lord’s Resistance Army (LRA). Based on the Constitution approved by a referendum on 13 and 14 December 2015, the country is a semi-presidential republic: the President of the Republic, elected by universal suffrage for a five-year term, sets the general objectives of the government and appoints the Prime Minister, who answers to both the President and the National Assembly (140 members elected for a five-year term). A Senate is formed, elected by the territorial groups for five-year terms.

Economy


Subsistence agriculture is widespread. The equatorial forests in the south-west of the country provide mahogany and ebony. Livestock farming is encouraged by breeds of cattle that are immune to the tsetse fly. Diamond deposits are present in the west and south-west of the country. There are also deposits of gold, iron (Bambari) and uranium (Bakouma). There are textile plants (Bangui), chemical plants, mechanical industries, food production and breweries. Despite diamond exports, the country has a balance of trade deficit.
